OrderPaperToday – The House of Representatives has resolved to set up an ad hoc ethics committee to investigate the circumstances that led to an attempt to grab the mace of the House during the yesterday’s rowdy session.
The speaker, Femi Gbajabiamila, made the announcement a short while ago.
Recall that during the row which engulfed the green chamber, a member identified as Bright Gogo Tamuno representing Okrika/Ogu/Bolo federal constituency of Rivers State, had approached the mace menacingly in an escalated protest of Speaker Gbajabiamila’s announcement of minority leaders of the House.
The decision to probe the fracas followed a point of order moved by Ben Kalu, who came under order 6, and also cited L1,2 of Powers and Privileges act, Section 19(b).
Kalu who is a first timer noted that Bright alleged attempt to remove the mace of the House and “threatened his person and caused him trauma.
He added that the incidence caused Sen. Theodore Orji and majority leader of the House to call him and inquired about what was happening in the House.
” I want to ask, are members now charged with functions of sergeant-at-arm?
“This House should constitute a committee that will investigate what happened yesterday.”
The motion was taken without any debate. Ruling on the motion, the speaker said, the mover of the motion came under Privilege.
Thereafter, Daniel Azukwo (Cross river) tried to appeal to the Speaker to allow what happened yesterday to slide.
“Yesterday has come and passed, we know that as politician we must protect our rights, I want to enjoined the speaker that our duty is to ensure the integrity of the House.
“When the speaker say why he did what he did. I enjoy Mr speaker to let go of what happened yesterday , what happened was not to undermined your authority.
As speaker, you ruled, please we prevail that we no victor no vanquish, we want to move the house forward.”
The speaker in his response stated that the incidence was not about him, and noted that the mover of the motion could if need be move a motion for recision, or any member could.
“What happened was not about me, but the institutions I have spent the last 20years of my life to build. That is why it is important to do our best to set it at par with other Parliaments of the House.
“A motion was moved by Hon Ben Kalu, we will read the names which I have here, the comment will investigate to know if there was a breach. We must arrest the process, in our own case. It is for hon Ben to or anybody to bring a motion on rescission of the motion.”
The Speaker subsequently announced the ad hoc committee to be chaired by Peter Akpatason to investigate the matter.
