OrderPaperToday – The Secretary to the Government of the Federation (SGF), Boss Mustapha has disclosed that his office has commenced an institutionalized tracking method of projects appropriated from 2005 to 2017.
Mustapha said a template has been drafted to all ministries, departments, and agencies detailing “the cost of the project, date of approval, user agency, contract and procurement in terms of percentage and prospects of completion, funds accessed by the projects and status of implementation.”
He made this declaration when he appeared at the Senate committee on Federal Character for the budget defence of the office of the SGF on Thursday.
He said: “We are doing our best as an office to make sure that whatever you appropriated for not only SGF but all the MDAs; we have put in place a measure for ministers to give an in depth report on the appropriation till 2017.
“We have institutionalized a tracking method where every minster will come from now till next month to track the memos. All the contracts of the memo; I sought for the approval of Mr. President on this.
“We have circularized amongst all minsters and given them a template that gives the project idea, the cost of the project, date of approval, user agency, contract and procurement in terms of percentage and prospects of completion, funds accessed by the projects, status of implementation.
“That way at the end of the exercise, all can be accessed at a glance. What have you done with the resources that have been given to you since 2015 to 2017?”
He urged the National Assembly to expedite passage of the budget especially in the face of “major political activities that will start very soon.”
He said: “We appeal that the budget be passed in a very good time for us to begin to apply the budget for the good of the people of this country; we have to pass it in good time. It cannot be as it were before when it was running from January to the subsequent year.
“This is going to be a very tedious year. INEC has just released the time table and major political activities will start very soon. The only way you can get a budget running is for you to have a budget.
“And the only way you can get the budget is when it is considered and passed so that there won’t be conflict of people running around seeking for things, going through the nomination processes so that the budget is not passed. In summary, we are going to work hand in hand in all ministries, departments and agencies, have to give them their budget.”
The committee chaired by Sen. Tijani Kaura (APC, Zmafara) lauded the presentation by the SGF.
