OrderPaperToday – The 2020 budget debate was almost stalled on Wednesday as Kingsley Chinda (PDP, Rivers) called for suspension of the debate on the proposal due to lack of details.
Chinda in a point of order moved that the budget was not detailed enough because the House is yet to receive the details. He spoke under Order 12 Rule 19 of the House and also cited paragraph 5 of the Speech by President Muhammadu Buhari during the budget presentation on Tuesday.
The President had said, “during this address, I will present highlights of our budget proposals for the next fiscal year. The Honourable Minister of Finance, Budget and National Planning will provide full details of these proposals, subsequently.”
Mr. Chinda therefore called for suspension of the debate since members have no details of the budget.
However, he was ruled out of order by the Speaker, Femi Gbajabiamila, who argued that Section 81 of the Constitution only mandates the President to present estimate, adding that only general principles are discussed at first reading.
“The second reading is about general principle, I hereby rule you out of order.”
The House therefore commenced debate on the general principle on the bill.
