OrderPaperToday– The House of Representatives has suspended deliberation on the 2020 budget proposal of the Nigeria Deposit Insurance Corporation(NDIC) over the absence of its Managing Director (M.D), Mr. Umaru Ibrahim, who is reportedly away on a foreign trip.
The chairman, House of Representatives Committee on Insurance and Actuarial Matters, Mr. Darlington Nwokocha (PDP, Abia) declared that the committee will not attend to NDIC’s 2020 budget proposal until the M.D appears in person to defend its budget.
Speaking on Monday at a budget defence session in the National Assembly, the Abia lawmaker disclosed that section 88 of the 1999 Constitution (as amended) empowers the House to investigate any agency of government with the view to look into the records on any matter, as well as expose corruption.
Though Nwokocha acknowledged a formal letter from the Mr Ibrahim, notifying the committee of his absence, he noted that since there are certain questions requiring the response as the chief accounting officer, it would amount to wasting legislative hours for his subordinates to take such responsibility.
Responding, the representative of NDIC, an executive director (operations), Mr. Aghatise Erediauwa, told the committee that his boss could not attend the budget defence due to ill-health, which forced him to travel abroad on Saturday.
While pleading for a review of the resolution passed by the committee to enable him present the budget documents sent last Friday to the committee, Prince Erediauwa pledged to cooporate with the committee through a harmonious working relationship.
He also hinted of a possible retreat between the agency and the committee where the problems and aspirations of the Corporation will be presented, adding that the Corporation cannot achieve its set objectives without the support of the committee.
