OrderPaperToday – The Senate has reviewed and corrected certain provisions of the Federal Polytechnics Act (amendment) bill, 2018.
President Muhammadu Buhari in line with Section 58 (4) of the Constitution of the Federal Republic of Nigeria 1999 had declined assent to the bill over clauses 3 and 16 of the bill.
These sections were deliberated in the committee of the whole on Wednesday in the red chamber.
Section 16 (1) (2) of the amendment bill previously passed by the National Assembly subjects the removal of governing council members and rectors of polytechnics to the approval of the Federal Executive Council as a body.
But Buhari asked that such decision should be subject to his approval which was initially obtained in the principal act in order not to make the “removal process more administratively cumbersome.”
Also, the provision of Section 3(f) of the amendment bill passed by the federal chamber lists membership of the governing council of polytechnics as consisting of representative of the ministry or a regulatory body.
Buhari noted that it is “unacceptable as this may ultimately jeopardize the supervisory role of the ministry on the council.”
He suggested that the ministry’s presence on the council should be clear and unambiguous.
Both sections were passed in accordance to the President’s bid.
